There is a button here to turn on or turn off media streaming. HERE FINALLY I get a hint as to what is wrong.

BUT I can not miracast from the WIN 10 PC to the ROKU TV even though the ROKU TV IS listed as connected under "other devices" in the "Connected Devices List" in the Settings app interface that WIN 10 uses. It's a ROKU TV It is connected wirelessly to network and I get my streamed television in that manner. Still my ROKU TV will not see my WIN 10 PC in the lists for allowed or blocked devices. On my system all of the network discovery and automatic setup of connected devices IS turned ON. From HERE I can go to "advanced" settings and turn on things line "network discovery" for BOTH private and public networking.

Buried three layers down from the nominal windows "settings" app screen I find my connection in Network and Sharing under the Control Panel there is a item that says the network connection is Private. So, guessing at the missing steps, I go to my network and sharing and check there. There is nothing here that lets me change that status. But the only hint here that this is a private or public network is buried one more layer, but it only says in the description that it was Automatically added by trusting a private network. IF I look under firewall settings I can find a section called My Network Connections. There is very little in my McAfee firewall settings that mentions or governs the "private" or "public" status of my network connection.
